Steve Bouyoukas, PharmD

Steve earned his Doctor of Pharmacy degree from the University of Maryland School of Pharmacy in 2000. He began his career in pharmacy as a technician at Edwards and Anthony’s Pharmacy and later Giant Pharmacy before joining Walgreens Boots Alliance as a pharmacy intern. Upon graduation, Steve transitioned to a pharmacist and then pharmacy manager role, helping to open and manage several Walgreens locations throughout the Baltimore metropolitan area.
In 2008, Steve was promoted to District Pharmacy Supervisor, overseeing more than 40 pharmacies across Maryland. His leadership and commitment to patient care led to his 2015 promotion to Healthcare Specialty Supervisor, where he managed 14 specialty sites and contributed to national revenue growth exceeding 40% year over year while supporting URAC accreditation efforts. In 2017, he advanced to Area Healthcare Supervisor, overseeing 80 Walgreens pharmacies across Maryland, Delaware, and West Virginia.
In 2021, Steve joined Kaiser Permanente as Strategic Products and Services, overseeing clinical pharmacy and the drug utilization team, engaging pharmacists and physicians to improve clinical outcomes. In 2022, Steve was promoted to Director of Pharmacy Operations and Pharmacy Regulatory & Compliance for the Mid-Atlantic region. In this role, he oversees pharmacy operations in the Baltimore area and leads the regulatory and compliance team supporting the organization’s regional pharmacy network.
Steve also served on the Maryland Board of Pharmacy for eight years. In his tenure as commissioner, he held positions which include chairman of the pharmacy school and disciplinary committees. He also represented the State of Maryland as the delegate for NABP for 5 years, and contributing to the advancement of pharmacy practice and regulatory oversight within the state.
Outside of his professional endeavors, Steve is a devoted husband to Patricia and proud father of two children, Faye and John.
Neil Leikach, RPh

Neil graduated from the University of Maryland School of Pharmacy with a Bachelor of Science in Pharmacy in 1992 and a Master’s in Cannabis Science and Therapeutics in 2021. He is married to fellow pharmacist and classmate, Dixie, and together they have two sons—Eric (married to Ke’Onna) and Marc—and a cherished granddaughter, Ember.
Neil began his pharmacy career in 1986 as a delivery driver for Paradise Pharmacy, working his way up to pharmacist manager by 1998. In February 1999, he opened Catonsville Pharmacy in the same location, followed by Finksburg Pharmacy in 2003. In 2007, he established Paradise Professional Pharmacy, a closed-door pharmacy serving assisted living facilities. After decades of community service and leadership, Neil and Dixie sold their pharmacies to a long-time pharmacist employee couple in 2022, continuing their legacy of independent pharmacy ownership.
Throughout his career, Neil has been deeply involved in professional leadership and advocacy. He has served as President of both the University of Maryland School of Pharmacy Alumni Association and the Maryland Pharmacists Association, and as a member of the Lambda Kappa Sigma Educational Trust Liaison Committee. He is also active in numerous local and national pharmacy organizations.
Neil served on the Maryland Board of Pharmacy for eight and a half years, including terms as Committee Chair and Board President, where he led regulatory and policy initiatives focused on advancing patient safety, compliance, and professional standards statewide.
In recognition of his contributions to pharmacy practice and community service, Neil has received multiple honors from the Maryland Pharmacists Association, including the prestigious Bowl of Hygeia Award in 2022.
